We are a group of passionate Palm Coast residents committed to living in a noise and pollution free city. Our mission is to empower each other with DATA (decibel meters, logging flight activity on adsbexchange.com, AND LEAD FUEL RESEARCH) and to provide resources to ensure a better and healthier future in Palm Coast for generations to come.
Present the data and cite the violations of the Flagler Airport and Flight Schools to the FAA, Palm Coast City Counsel, and Flagler County Commisioners to ensure the rules they have already set in place, are adheared to. Our focus is education and cooperation for our health and environmental sustainability.
Thanks to you, our dedicated residents and supportive community, we will able to make a significant impact in the lives of many in Palm Coast, especially the ones living near the airport. From signing petitions and monitoring and gathering data to presenting to them, we show them we all care and are proud to live here.
There has been a dramatic increase in the use of the Flagler Executive Airport by flight schools over the past several years. Most of the planes from these schools originate from other airports, most notably the Daytona Beach Airport. On an average day there are more than 500 combined flights coming in and out of our airport, with approximately 450 being from flight schools. And of these, most are touch and goes. Many of the planes are older Cessnas that create frequent excessive noise over neighborhoods on a daily basis. Bad weather is the only thing that interupts this pattern. Otherwise, there are no breaks ... even on Sundays and holidays. The airport has established voluntary noise abatement procedures, but these are largely ignored by the flight school planes. Instead of going out in forested areas to turn, the planes have been turning over neighborhoods, often paralleling neighborhood roads. Planes often cross neighborhoods at less than 500 feet (some at only 150'), but especially on landings. which is a safety issue. The airport does not charge flight schools for use of the airport and there is little economic benefit to the County or City of Palm Coast as few stop for fuel or other services. In addition to the noise, these planes use LEADED FUEL and emit lead aerosols which are DANGEROUS! The US EPA has been particularly concerned about plane-related lead exposures to children living near airports. The FAA has published documents on noise issues but to date little or nothing has been done to correct the problems. In fact they have always rejected mandatory noise abatement procedures that counties and airports have asked for. To change our current situation, we ask you to help us by signing the petition that could eliminate these flight schools.
Most people don’t think much about their local airport – until they realize how much of their community’s money it quietly consumes. Across Colorado and the nation, general aviation airports (those serving private, non-commercial aircraft) have perfected a playbook: Use misinformation to convince local governments and taxpayers to give them whatever they want.
When residents raise concerns about airport finances, noise, safety or pollution, they’re met with a familiar refrain from pilots and airport insiders: “You have no power to say where, when and how we use your airport for our flight operations.” They claim federal law ties local hands, that cities and counties have no say over their own land or budgets. It’s a tactic designed to shut down debate before it starts. And it works – because most people, including city officials, don’t have the time or expertise to push back
The truth is more complicated. Airports are not sovereign entities. They’re local facilities, owned and operated by local governments, accountable to local taxpayers. Federal aviation law gives cities, acting as airport proprietors, significant flexibility to set policies at their airports, as long as they’re applied fairly. But aviation lobbyists and flight schools often exploit ignorance of these rules to keep the oversight minimal and the subsidies flowing.
General aviation users, who make up less than 1% of the traveling public, rely on massive public investment. Airports are built, maintained, and insured by cities and counties. Local taxpayers often pay for runway maintenance, firefighting, utilities and security – while pilots pay only nominal fees or none at all.
When communities ask why their parks, road or schools can’t get similar funding, airport boosters cry foul, insisting the FAA will yank their “grant assurances” or strip away funding if they charge fair fees.
It’s simply not true. The FAA’s own rules make clear that airports taking grant money must be financially self-sufficient and recover costs from users, including reasonable landing fees (Vance Brand is also a Colorado Enterprise Fund, which has the same requirements). Yet many airport boards and managers, often dominated by pilots themselves, refuse to do so. Meanwhile, the broader community pays the price. Taxpayers fund the airport. Unleaded fuel transitions are delayed despite available grants. Neighborhoods endure constant noise and lead pollution from flight training operations that benefit a handful of private businesses. And the same aviation community that insists its “good for the community” turns around and demands to be shielded from even modest accountability.
This culture of entitlement is sustained by a small but vocal minority that has learned how to sue both insider knowledge and federal bureaucracy.
They show up at council meetings, armed with talking points from pilot associations, confident that no one else in the room knows what “Part 16” or “grant assurance 22” means. Local officials don’t’ want to risk violating federal rules, so they give in. The result: a system where the benefits are privatized, and the costs are socialized.
Communities like Boulder, Longmont, and others across Colorado deserve better. Transparency and fairness should not be controversial.
Taxpayers have a right to ask: Why are private pilots and flight schools using public land and resources for free? Why is our city footing the bill for their operations while being told we have no authority to set limits or charge fees?
Local control is not a threat to aviation – it’s a return to accountability. It’s time to stop letting fear of the FAA silence legitimate community concerns. Airports should also serve the public interest, not just the interests of those who fly from them.
Sunlight, oversight and honesty can bring balance back to aviation policy – and ensure our skies, and budgets, truly serve everyone.

THE LOCATION of this TEST RESULT should send MAJOR RED FLAGS to EVERY PARENT that has childrn in FPC HIGH SCHOOL!

He says FAA, but FAA and DOT say this airport is controlled by FLAGLER COUNTY!

When we started educating the public about the LEAD from KFIN, Petito said, "If you test for it, it could come from I-95 or the pipes in the water"
Maybe she hasn't gotten gas for her car for the last 25 years, because they haven't sold leaded fuel since the CLEAN AIR ACT of 1995! And the houses are average 20 years old (beyond lead pipes) and the water is tested yearly.

FACT: Airborne LEAD is HIGHER near General Aviation Airports, such as KFIN.

Yet the response from EPA R4 in Atlanta says LEAD from this airport doesn't leave the FENCELINE! RIDICULOUS!
The County LEAD Test proves that wrong, as it's outside of the fenceline!

Correspodence from FAA says KFIN is OWNED and OPERATED by LOCAL GOVERNMENTS and are RESPONSIBLE for MANAGING AIRPORT OPERATIONS. They have the ABILITY to establish Community Engagement Processes, ADVISORY BOARDS, or local OMBUDSMAN (Not you, Roy) and they (FAA) strongly encourage it.

USDOT says THE SPONSOR (FLAGLER COUNTY) has the AUTHORITY to REGULATE LAND DEVELOPMENT AROUND THE AIRPORT!
PALM COAST and FLAGLER COUNTY have FAILED to do that. They have ALLOWED these FLIGHT SCHOOLS to TERRORIZE the HOMES, SCHOOLS, and COMMUNITY around this ROGUE AIRPORT!

There are just TOO MANY PLANES!
Since 2009, Embry-Riddle has nearly TRIPLED from 4600 to over 12,000!!
With 250 Operations a Day, there's just too many planes flying over our city!

We have witnessed and documented 10 NEAR MISSES THIS YEAR!!
FAA won't document due to no radar.

9 out of 10 of the NEAR MISSES involve Embry-Riddle. They have tripled in the past 15 years and there are just TOO MANY of them. It's just a matter of time, until the unspeakable happens.
The website/interactive map was not very user friendly.

Nearly all of the flight school aircraft use leaded gasoline and emissions of lead from the planes can harm children and adults. Despite the great accomplishments by the government and industry to reduce explosures to lead, similar results have not occuried at many regional airports.

Chronic and excessive exposure to aviation noise can adversely affect sleep and academic performance of children, cause disruption of every day social activities, and contribute to development of heart disease, among others. In total, it can dramatically reduce the quality of life for which Palm Coast is noted.

The children at the school near Reid-Hillview Airport had higher levels of LEAD in thier blood than FLINT, MICHIGAN! The outrage caused the airport to no longer sell AVGAS, but like Flagler Exec, Airport, these planes come from another airport/county.
I work from home and bought a home with an office so I would have a quiet space to work. The airplanes are louder than my children! It's very difficult to concentrate on projects.
These planes are polluting our neighborhoods with leaded gasoline! You might not think it's much, but 200 or more times a day. It adds up! And it's usually on days with little wind.
The constant plane noise is so loud, I can't hear the TV. It drives us nuts! Sometimes I have to wear headphones. It's gotten pretty bad lately. Didn't used to be this bad.
My children have a hard time getting to sleep for a nap and often wake back up to the sound of the airplanes over our house. It's the same at bedtime! It's quite loud! Not just them, us too!
I've been outside talking with friends or neighbors ...or even on the telephone ...and you can't hear what someone is saying that is standing 3 feet away from you!
We support you and yes, the planes are loud and constant, but we are afraid of RETALIATION at our government job!
(Yes, they've actually said this!)

This website was created because of the constant noise by the flight schools over our homes, not normal airport noise. The best effort has been made to research the FAA's Noise Abatement Procedures, as well as City and County Codes. Also, the best effort to remedy the violations.
